In accordance with the decree of the People's Commissariat of the Council of Ministers of the Kazakh SSR dated August 15, 1944, concerning the establishment of the Women's Pedagogical Institute, a decision was made to create the Department of Pedagogy based on the Faculty of History. The head of the department was appointed Sh. Kokymbayev. From 1950 to 1970, the department employed well-known educators in the republic such as K. B. Berzhanov, A. R. Zhumakhanov, A. B. Mukanova, and others; From 1980 to 1990, the department was headed by Professors I. M. Madin, D. Seydualiyev, and K. K. Kunantaeva, an academician of Georgia and the Russian Academy of Pedagogical Sciences; From 1995 to 2025, the department was chaired by Candidate of Pedagogical Sciences, Associate Professor B. Y. Yusupov; Doctor of Pedagogical Sciences, Professor L. K. Kerimov; Candidate of Pedagogical Sciences, Associate Professor Zh. A. Askarova; Doctor of Pedagogical Sciences, Professor A. K. Kusainov; Doctor of Pedagogical Sciences, Associate Professor G. A. Muratbayeva; and Candidate of Pedagogical Sciences, Professor M. K. Bulakbayeva. Highly qualified scholars and educators worked at the Department of Pedagogy, including Professors Sh. T. Taubaeva, S. T. Imanbaeva, K. Zh. Kozhakhmetova, A. K. Rysbayeva; Associate Professors A. E. Dairabaeva, Sh. M. Maigaranova, T. B. Mashenbaev, M. K. Suranshiyeva; Candidate of Philological Sciences, Associate Professor K. N. Sarieva; and others. Since September 2025, the program leader of the department has been Candidate of Pedagogical Sciences, Associate Professor K. T. Tukenova. Today, the Department of Theory and Practice in Education is one of the leading departments at the university, distinguished by its high scientific potential. Bayekeeva; and Doctor of Philology, Lecturer A. Zh. Kashkyn. In recent years, in the field of academic mobility, renowned scholars have been invited: Associate Professor N. N. Naydenova from the Institute for Strategy of Education Development of the Russian Academy of Education (Candidate of Pedagogical Sciences); Professor M. B. Chelyshkova from the First Sechenov Medical University (Doctor of Pedagogical Sciences); Chairman of the Management Association V. I. Zvonnikov; Professor Rimantas Želvys from the Lithuanian University; and Dr. Harriet Thomas from the University of Cambridge.

The 2023 academic year began with good news. Based on Finnish experience, several educational programs were launched:

In the 2024 academic year, Acting Professor M.K. Bulakbayeva and Associate Professor L.T. Saidakhmetova were awarded the "500 Scientists" scholarship under the international "Bolashak" program and completed a one-year research internship at the University of Illinois at Urbana-Champaign, USA. As part of the research internship, online meetings were organized with American scholars, during which participants exchanged views and experiences on the training of social pedagogues, as well as the development of leadership and management.
- A seminar on the topic “Social Trends in Social Pedagogy: Based on the Experience of the USA” was held with the participation of social pedagogue Lucia Maldonado from a high school in the state of Illinois. INSTAGRAM

Achievement of the Department of “Theory and Practice of Education”

The Department of Theory and Practice of Education of the Institute of Pedagogy and Psychology has achieved another milestone in strengthening educational partnerships.
To enhance the quality of education and develop students’ professional competencies, a Memorandum of Cooperationwas signed between Kazakh National Women’s Teacher Training University and the following educational institutions under the Almaty City Department of Education:

2. School-Gymnasium No.44;
3. Secondary School No.149;
4. School-Lyceum No.169;
5. Secondary School No.204.
Main objectives of the memorandum:
- to update the content of education and prepare graduates for professional practice;
- to carry out methodological work and exchange experiences;
- to coordinate joint activities in training specialists according to modern requirements;
- to promote scientific research and the exchange of publications.
This partnership aims to strengthen collaboration between the university and schools, improve the quality of education, and enhance students’ professional adaptation.

The mission of the department is to train a competent and competitive teacher with high professionalism, knowledge of the achievements of the science of pedagogy in the context of education modernization.
The teaching staff of the department has a high scientific potential, for achievements in the field of education and science was awarded with certificates "Y. Altynsarin", "Honorary Worker of Education and Science of the Republic of Kazakhstan", A. Baitursynov's medal and grants "The best teacher of the university-2016 and 2017" ... The department employs 4 doctors of sciences, 7 candidates of sciences, 2 PhD doctors. Master of Science Senior Lecturer - 2.

The teaching staff of the department cooperate in close with colleagues of the Institute of strategy and educational theory of the Russian Academy of education, the University of Lithuania conducts research and publishes the research results on the basis of memoranda.

Effective were the lectures of visiting professors under the program of academic mobility with the participation of the candidate of pedagogical sciences, Natalia Nikolaevna Naydenova associate Professor of Institute of strategy and theory of education RAO of the Russian Federation, Rimantas Jelisa - doctor of pedagogical sciences, Professor of Vilnius University, M. B. Chelyshkov- known scientist, doctor of pedagogical sciences, professor of the first medical university named after Sechenov, and professor V. I. Zvonnikov - Chairman of the Management Association, doctor of pedagogical sciences.
The lectures discussed issues of international comparative research and testing methodology in different countries; development of the multiplex. N. N. Naydenoy outlined a method for evaluating the quality of education; development of control and measurement tools, reporting forms and presentation of results for the multiplex, measuring competence and general functional literacy, building an individual trajectory of education.

The sphere of special interest in science is the methodology for assessing the results of testing and questionnaires; measurements in education standards and measurement standards; the methodology of monitoring research of an integrated form in terms of subjectivity and tools, alignment and scaling of test results; assessment of representativeness; construction of a single multi-unit test design; improving the measuring qualifications of the teacher; conducting classes on the theory and practice of pedagogical measurements; development trends of the world educational space; measurements in vocational and specialized education. As part of the course, meetings were organized with teachers of the school-gymnasium of Almaty city No. 59, agreements were concluded on the organization and monitoring of the educational process as experimental bases. The director B. Duanabaeva is one of the first who took part in and studied pedagogical measurements in recent years and Humanitarian and Pedagogical College No. 2 of Almaty.

In recent years, scientists of the department participated in scientific reports at conferences, symposiums and congresses held in Turkey, Azerbaijan, Mongolia, Kyrgyzstan, Russia, Germany, China, Japan, Australia.
