In accordance with paragraph 11 of Article 5 of the Law of the Republic of Kazakhstan "On Education" dated July 27, 2007, and paragraph 1 of Article 10 of the Law of the Republic of Kazakhstan "On State Services" dated April 15, 2013, I HEREBY ORDER:
The admission of foreign citizens to higher and postgraduate education programs implemented by educational institutions on a fee-paying basis is carried out within the calendar year based on the results of interviews conducted by the admission committees of higher education institutions (HEIs) that implement higher and postgraduate education programs. In this case, the admission of foreign citizens is carried out no later than 5 (five) days before the start of the next academic period, in accordance with the academic calendar.
The admission of foreign citizens to educational grants and on a fee-paying basis is carried out by accredited HEIs in accordance with Article 9-1 of the Law.
State Educational Grant
Candidates for the state educational grant may include individuals who are not citizens of the Republic of Kazakhstan but are ethnic Kazakhs.
To be admitted to Kazakhstani higher education institutions, ethnic Kazakhs can take the Unified National Testing (UNT) four times a year: in March, May-June, and August. The UNT held in March and August allows for admission to fee-paying programs, while the UNT certificate obtained in May-June grants eligibility to participate in the competition for a state educational grant.
When taking the UNT, the following minimum scores must be achieved:
- At least 3 points in reading and writing (academic literacy);
- At least 5 points in the first profile subject;
- At least 5 points in the second profile subject.
There is no minimum score threshold for ethnic Kazakhs!
Fee-Based Education
Any foreign citizen can be admitted to fee-based education through an interview.
Scholarship Program for studying at higher educational institutions in Kazakhstan
- This initiative provides foreign citizens with the opportunity to receive higher education in Kazakhstan for free.
Who can apply for the scholarship program?
- Foreign citizens who are not citizens of the Republic of Kazakhstan but are ethnic Kazakhs.
- Foreign citizens.

How to apply?
- Review the information on the website www.enic-kazakhstan.edu.kz;
- Register on the portal www.studyin.kz and submit the necessary documents;
- Choose Kazakh National Women's Pedagogical University (KazNaZhenPU) and the required educational program;
- Take a test to determine your adaptation potential;
- Attend an online interview;
- Check if you are listed as a scholarship recipient.
Document submission deadline (online): From March 30 to May 31.
REQUIRED DOCUMENTS FOR THE ADMISSION OF FOREIGN CITIZENS:
- Passport or another identity document (notarized copy of the passport);
- Document of general education, technical and vocational education, post-secondary, or higher education (original, notarized copy, certificate of nostrification);
- 2 photographs, size 3x4;
- Transcript (for those applying to specialties that require special and/or creative preparation, including the "Pedagogical Sciences" field);
- Receipt confirming payment for education.
