       ALMATY. May 20. Press center – Everyone knows that to ensure the dynamic development of any industry requires constant renewal of the managerial elite. People create reforms. Therefore, effective change requires the arrival of a new generation of professionals with new experience and vision. Minister of Education and Science Askhat Aymagambetov wrote about it on his Facebook page.

      As you know, the President pays great attention to the issues of attracting young people to governance. This is evidenced by the formation of the youth talent pool, civil service reform, and other initiatives of the head of state.

      We continue his policy, including attracting new leaders to the system of education.

      The new leaders are a young generation of patriots who love their country.

      Most of them have impressive international experience, are well known in professional circles, and have established themselves as professionals.

      Many of the appointed leaders are graduates of the Bolashak program and have studied at the best universities in the world. Another part of the managers some came to us from Nazarbayev University, where they studied and worked.

      In the last three months alone, young leaders with vast experience and potential have been appointed rectors of the leading universities - Kazakh National Pedagogical University named after Abay, the International Kazakh-Turkish University named after A. Yasawi, the Kazakh National Women's Teacher Training University, the Kazakh National Technical University named after K. Satpayev, the North Kazakhstan State University named after M. Kozybayev.

      At the same time, we are trying to actively involve specialists from the regions, as they say, "from the field", in order to better and more fully consider the conditions on the ground in the design and implementation of state policy on human capital development.

      They are all willing and able to do good, channeling their talents into the prosperity of our country.

      Hopes are pinned on each of them.

      It is up to them to lead the implementation of the policy of the Head of State K.K. Tokayev.

      By the way, speaking of new leaders, I want to emphasize that we are not talking about the complete replacement of current leaders with new ones.

      There is no such goal, and that would be an extremely rash step.

      Our goal is to provide an optimal "fusion of youth and experience" to maximize the potential of Kazakhstani education and science where it is needed.

      By recruiting young talent with a new vision, we will maintain a balance, continuity and institutional memory in the face of experienced leaders.

      To give the public a more complete and objective view of the human resources policy being implemented by the Ministry, in the next few weeks the newly appointed leaders will give short interviews in which they will briefly present (1) the vision for the future development of the organizations they lead, (2) the key reforms they plan to implement, (3) the resources they will bring into system to implement their plans, and (4) the results that will be achieved with their arrival.

      In addition, to continue this work systematically, we will soon launch the "Personnel Reserve" project. We plan to select the most successful and prepared candidates for nomination to leadership positions in the system of education and science.

      The conditions and procedure for selecting candidates will be published separately.

      Among other things, new norms initiated by us, introducing the institute of rotation of school principals, new rules of their appointment and a new system of competitive hiring of teachers will soon begin working.

      In conclusion, I would like to point out once again that the Ministry pays key attention to strengthening and development of human resources potential of education and science. This direction will have unconditional priority in our future work", – wrote Askhat Aymagambetov.
