      ALMATY. May 19. Press center – Scholarships for undergraduate, graduate and doctoral students will go directly to the card accounts. This was reported at the staff meeting of the Ministry of Education and Science of the Republic of Kazakhstan. So far three universities are participating in the pilot mode. Twenty-one other higher education institutions were among them.

      – For the past 30 years, scholarships and the statewide order were transferred to universities. Then higher education institutions looked at the performance of students and gave out scholarships. We see many risks here, including corruption. To date, three universities are participating in the pilot project, 21 universities have signed contracts under this scheme. We plan to complete this pilot project by July and introduce this system from July, – said Deputy Minister B. Asylova.

      Functions on payment of scholarships will be carried out by the financial center. In turn, the university provides information on the progress and status of students (enrollment, completion, expulsion, etc.) through the appropriate information system.

      These data are checked by the financial center against state databases. After full verification, the information system will automatically calculate the amount of the scholarship, and then students will be sent calculations to the second-tier banks for funds transfer. It should be noted that this mechanism is also planned to be used to pay the tuition of students-grantees in the university.

      – The grant is a target amount of funds that a student receives. Now, when these funds are transferred directly to the university, the student does not feel that the state pays for him, he is paid quarterly tuition, as for those who study on a fee basis. So now we're working on getting the money into the escrow account of the conditional student. But the student cannot use these funds for purposes other than paying for university tuition. As he accumulates credits, he will transfer this payment to the university through the bank, – said the Minister of Education and Science Askhat Aimagambetov.

      Thus, the new system will ensure the transparency of funds, which the state annually allocates for both scholarships and tuition in higher education through targeted transfers directly to students.

      In addition, another positive change in the system - the possibility of continuous payment of scholarship to students who have moved to another university, while maintaining the grant.
