Requirements for the establishment of a dissertation council have changed

  ALMATY. April 30. Press center – The requirements for the creation of a dissertation council at universities have changed.

  Gulzat Kobenova, chair of the Committee on Control in the Sphere of Education and Science of the Ministry of Education and Science, spoke about changes in the dissertation council and the rules of dissertation defense.

  – From now on, when opening a dissertation council, it is not enough to have an appropriate license at a higher educational institution. Until today, there was only such a requirement. Now the university must have an accredited PhD program, which has passed the examination and is included in the list of educational programs. They are also must have an annual state order for the training of specialists in the program, – said the head of the committee

  According to him, currently more than 80 universities have licenses to train doctoral students, but only 54 dissertation councils are working. The Chairman of the Committee notes that the new norm will allow the creation of dissertation councils only in the most prepared universities.

  – Previously, the composition of the dissertation council was appointed for 3 years and operated on a permanent basis. Now its composition is much more flexible, with 50 percent divided between permanent and 50 percent temporary members.The Academic Council of the university appoints permanent members. In addition, temporary members are appointed individually according to the doctoral student's defense. This will allow a fair evaluation of the dissertation, – said Gulzat Kobenova.

  The representative of the ministry recalled that previously, in order to defend a doctoral dissertation, candidates had to repeatedly discuss the work and sometimes even organize a discussion on a paid basis.

  – Doctoral students had to go through several stages of discussion in order to defend their dissertation. It is no secret that discussions sometimes take place on a paid basis. This is now unacceptable. A doctoral student undergoes only one discussion at an extended meeting of the department. All opinions concerning the dissertation are expressed only at the defense. This will free the doctoral student from overload before the defense and increase the responsibility of the dissertation council in the evaluation, – said the head of the committee.
