      Omarkhan Nurtayevich Oxikbayev was born on December 22, 1954 in the village of Koktal, Balkhash district, Almaty region.

      In 1975 he graduated from the Almaty Institute of National Economy with a degree in economics. In 1991 he studied in France (Paris), majoring in "Auditing in a market economy." Doctor of Economics.

      From 1975 to 1976 - senior economist in the Almaty regional department of finance.

      From 1976 to 1977 he served in the Soviet Army in the GDR.

      From 1977 to 1979 - senior economist in the Almaty regional department of finance.

      From 1979 to 1984 - Chief Economist, Head of the Planning and Economics Department of the Almaty Regional Department of Irrigated Land Development in the state farm "25 years of Tynga" Balkhash district of Almaty region.

      From 1984 to 1992 - Senior Supervisor-Inspector, Chief Supervisor-Inspector, Head of Organizational and Inspection Department, Deputy Head of the Ministry of Finance of the Republic of Kazakhstan.

      From February 2002 - Head of the General Control Inspection of the Presidential Administration.

      From July 2002 to June 2003 - Secretary of the Security Council of the Republic of Kazakhstan.

      From 2003 to 2012 - Chairman of the Accounts Committee for Control over the Execution of the Republican Budget.

      September 2012 - January 2016 - Member of the Majilis of the Parliament of the Republic of Kazakhstan of the fifth convocation, member of the People's Democratic Party "Nur Otan", elected by party list.

      From March 2016 to 2020 - Deputy of the Majilis of the Parliament of the Republic of Kazakhstan of the sixth convocation.
