Theme: Research on the implementation of the new professional standard «Teacher» in Kazakhstan and detailing its content for the continuous professional development of teachers
Аnnotation: With the acceleration of changes in the world, the quality requirements for the education system and teachers are changing more often. On December 19, 2022, a new professional standard «Teacher» was adopted, defining the key competencies necessary for successful pedagogical activity, including knowledge of the subject area, pedagogical techniques, classroom management skills and working with various students. However, it is necessary to further decompose the components of knowledge and skills of the Professional Standard, determine the criteria for their assessment and develop the content of courses to update the knowledge of teachers. This will contribute to the operationalization of standards, the same understanding by all stakeholders of the details and quality criteria, will allow teachers to conduct self-assessment and plan an individual plan for their professional development.
Within the framework of this project, an in-depth study of international experience is planned, especially those models that successfully implement continuous professional development (hereinafter referred to as CPD). One of the outstanding examples is the Australian model, which represents an effective cycle of professional training of the highest quality.
One of the main elements of this model is the creation of a self-assessment tool that can determine the needs for professional development. This tool is an online application that allows each teacher to get an individualized profile and detailed information about his strengths and weaknesses. This approach will optimize the process of self-learning, providing more accurate and purposeful development of teachers.
The uniqueness and novelty of the project is the study and creation of a holistic and detailed picture of the requirements for modern and high-quality teaching, based on the best practices of the world and scientific knowledge. What will contribute to changing the paradigm of understanding effective continuous professional development of teachers in schools in Kazakhstan, from the «top-down» paradigm to the «bottom-up» paradigm using advanced analysis methods, individualized approaches and practically applicable results that provide high-quality self-learning and contribute to accelerated and massive improvement of the education system.
The purpose of the project: research and development of the details of the professional standard «Teacher» with the decomposition of the components, quality criteria and descriptors; based on them, the development of a tool for self-assessment and the construction of an individual development plan and educational materials for them.
The main approaches in the research are:
A systematic approach that considers the digital ecosystem as a complex system that includes interrelated components, such as educational programs, infrastructure, cultural and social aspects, including technology. This approach will help to understand the interaction between various elements of the ecosystem and their impact on the professional development of teachers.
The activity approach will focus on the analysis of the practical activities of teachers within the digital ecosystem of the CPD. This approach will allow us to study specific educational practices (Roadmap), the interaction of teachers in the digital environment, as well as the principles and methods of teaching that affect the learning process and professional development of teachers.Purpose of the project: Research and development of the details of the professional standard «Teacher» with the decomposition of the components, quality criteria and descriptors; based on them, the development of a tool for self-assessment and the construction of an individual development plan and educational materials for them.
